Nineteen of Daniil Medvedev's twenty-one titles have been won on hardcourt
A revitalized Medvedev claimed his initial trophy for 882 days with a win over opponent Moutet in the competition final.
The athlete, a former number one, has had a torrid season, achieving just one win at the big events and suffering a meltdown at the New York tournament.
His varied form on the professional circuit - and issues with his service game in specific - led to him falling of the elite rankings and finally splitting with former trainer Cervara.
Currently collaborating with Thomas Johansson and his other coach, the tennis star has gradually improved in the recent weeks - peaking in a hard-fought competitive triumph over opponent Moutet.
It is the player's first championship following the 2023 Rome Masters and initial on a hard court since that period of the previous year.
The win also indicates the Russian has secured 21 championships at 21 distinct tournaments.
"For the first time I am participating in a tournament with my two daughters together, so to get a trophy is especially meaningful," commented world number 14 the champion.
"This championship is in dedication of my child my daughter, because the first title I won when my child Alisa was born was for her."
Medvedev, the past champion, had lost his past six title deciders, featuring in the German tournament in the past months.
The player's defensive approach and recurring emotional displays on the playing surface had caused commentators to doubt if his ability to play at the elite level was over.
Yet the athlete has implemented adjustments in the past month, making an effort to advance forward and compete positively, supported by an better service.
Medvedev fought back from a disadvantage in the initial set against the difficult Moutet, taking four of the last five games to go ahead.
The pair swapped service breaks in the following set before the challenger, attempting for his first professional title, took control to create a final set.
The opponent defended four early-game opportunities in a close deciding set before Medvedev won the break to 15 to secure the win.
Appropriately, he secured the win with a shot at the net area, with his opponent incapable to handle a return after over two and a half hours.
